On September 30, 2021, an amendment to the Regulation of the Council of Ministers on the establishment of certain restrictions, orders and bans in connection with the onset of an epidemic came into force. The changes will be valid until October 31st.

 

For people crossing the Polish border, it is worth knowing that: 

1) The necessity to quarantine travelers at internal and external borders has been maintained, but the catalog of people who may be released from it has been extended. 

From the quarantine may be released, among others: 

  • pupils studying in Poland and their guardians, 
  • students, 
  • persons vaccinated against COVID-19 with a vaccine that has been authorized in the European Union, 
  • people crossing the internal border as part of professional, business or gainful activities, 
  • people with a negative diagnostic test result SARS-CoV-2 performed after arrival in the territory of the Republic of Poland at the airport, before the border check,
  • people with a negative diagnostic test for SARS-CoV-2, certified by the EU digital COVID certificate, performed within 48 hours before crossing the border. 

The group of exempted persons was extended to include: 

  • persons with a certificate of vaccination, test result and recovery due to COVID-19 recognized as equivalent to the certificates issued in accordance with the European Union regulation. Equivalent are, inter alia, certificates issued by Ukraine, Macedonia, Turkey, Morocco and Albania; 
  • persons crossing the border in connection with the implementation of a final court decision or a settlement concluded before the court establishing contacts with a minor child who stays in a country other than the place of residence of the parent for whom the contacts were specified. 

Please note that people who started their journey from outside Schengen or EU can be released from quarantine after 7 days at the earliest. The condition is to present a negative test performed after crossing the border of the Republic of Poland within a period not earlier than 7 days from the moment of crossing it. 

 

2) Rail traffic with Ukraine is allowed. In the case of Belarus, the ban on the movement of passengers in rail transport on the border of the Republic of Poland was maintained. 

 

3) In addition, the amendment introduces the possibility of obtaining the EU digital COVID certificate by persons who have been vaccinated outside the territory of the Republic of Poland with a vaccine admitted to market in the European Union on the basis of the original certificate of vaccination from the country of receipt of the vaccine, a sworn translation of this certificate into Polish and a consent to processing of personal data.
