From November 1, 2024, a change in SENT (Electronic Transport Supervision System) will come into force, which will have a significant impact on the supply chain. It is about the obligation to register in SENT by foreign road carriers, who will be obliged to submit a notification for each transport if they cross the borders of the Republic of Poland (regardless of the type of goods and it is not only about fuels, lubricants, etc.).
The foreign carrier will be obliged to obtain a reference number, i.e. a unique identifier assigned to each transport notification. The notification will include, among others:
- information on the country of loading and the country of unloading of the goods,
- data of the foreign entity performing the road transport,
- registration numbers of vehicles,
- number of the transport document accompanying the transported goods.
If the carrier in question fails to do so, it may be detained (causing delays in deliveries) and fines may be imposed (maximum of 23 500 zł per transport).
It should be emphasized that these solutions are included in the act, for which the legislative process has already been completed. This is already binding law and the legislator specifically provided for a longer transition period for foreign carriers to adapt to this law.
