Since June 13 2020, Poland is restoring full border traffic within the internal borders of the European Union. From that moment the Border Guard will carry out random control, as it was before the SARS-CoV-2 pandemic and the introduction of the migration and border restrictions in Poland.
This means that from Saturday 13 June it is possible to travel freely and cross the internal borders of the European Union. Travelers will regain the right to free entry, exit and transit through the territory of Poland. They will not be subject to quarantine. International flights will resume from 16 June 2020. External borders of the European Union remain partially closed.

The following are eligible to enter the territory of Poland:

  • Polish citizens,
  • spouses and children of Polish citizens or foreign nationals remaining under permanent custody of Polish citizens,
  • holders of the Polish Charter,
  • heads of the diplomatic missions as well as diplomatic and consular staff of the missions i.e. diplomatic status holders and their family members,
  • holders of temporary or permanent residence permit in the territory of Poland,
  • foreign nationals who have the right to work in the territory of Poland,
  • foreign nationals driving vehicles used for the transport of persons or goods, where the transit is a result of their professional activity,
  • drivers within road transport as part of international road transport or international combined transport,
  • pupils and students studying in Poland,
  • from 13.06. 2020 - citizens of European Union Member States, European Free Trade Association (EFTA) Member States - parties to the Agreement on the European Economic Area or the Swiss Confederation as well as their spouses and children – in order to travel through the territory of Poland to their place of residence or stay,
  • from 13.06.2020– holders of permanent residence permit or EU long-term resident permit, in the territory of other European Union Member States, the European Free Trade Agreement (EFTA) Member States - parties to the agreement on the European Economic Area or the Swiss Confederation as well as  their spouses and children – in order to travel through the territory of Poland to the place of residence or stay.

When crossing the border for professional and business reasons as well as studying in Poland or a neighboring country, it is necessary to document the purpose of stay to a Border Guard officer during the border control.

 

Quarantine

As a rule, all persons crossing the external border of Poland must submit to a mandatory 14-day home quarantine.

After crossing the border for professional activities, the following groups are not subject to quarantine:

  • aircraft crews,
  • sailors, fishermen and other crew members of sea and inland navigation vessels as well as ship servicemen and inspectors of recognised organisations,
  • persons performing works in Poland or a neighbouring country related to the preparation or implementation of investments in the terminal within the meaning of the Act on investments in the field of regasification terminal for liquefied natural gas in Świnoujście, strategic investments in the field of transmission networks within the meaning of the Act on the preparation and implementation of strategic investments in transmission networks or strategic investments in the oil sector within the meaning of the Act on the preparation and implementation of strategic investments in the oil sector,
  • drivers within road transport as part of international road transport or international combined transport within the meaning of the provisions of the Act on road transport,
  • train crews and other employees necessary to carry out freight transport services within international railway transport, performing professional activities in Poland or a neighbouring country, based on a list provided by the carrier,
  • drivers within road transport of motor vehicles or vehicle combinations with a permissible total weight not exceeding 3.5 tonnes in road transport of goods and non-profit road transport of goods,
  • drivers within road transport with vehicles intended to carry more than 7 and not more than 9 persons, including the driver, in commercial international road transport of people,
  • persons crossing the border of Poland constituting an internal border in order to perform professional, business or paid activities in Poland or in other EU or EEA country.

 

Further, the following are exempt from the quarantine:

  • pupils and students studying in Poland,
  • soldiers of the Armed Forces of the Republic of Poland or allied forces, officers of the Police, Border Guard, Customs and Tax Service, State Fire Service and State Protection Service, inspectors of Road Transport Inspection, performing official tasks,
  • members of the diplomatic missions, consular staff and representatives of international organisations and their family members as well as other persons crossing the border on the basis of a diplomatic passport,
  • maritime administration inspectors,
  • EU, EEA and Swiss citizens as well as their spouses and children – in order to travel through the territory of Poland to the place of residence or stay,
  • from 13.06.2020 - holders of permanent residence permit or EU long-term resident permit, in the territory of other European Union Member States, the European Free Trade Agreement (EFTA) Member States - parties to the agreement on the European Economic Area or the Swiss Confederation as well as their spouses and children – in order to travel through the territory of Poland to the place of residence or stay
